Annual Report | 2025 #HaywardForward is a new public information project of the City Hayward. It is the place, channel and social media hashtag at and through which we report on and share news and progress we are making as a City and Community. This year, we want to use the Annual Report to inform community members about a transition to a new form of electing Hayward City Council members. Starting with our next municipal election on Nov. 3, 2026, Councilmembers will be chosen through a geographic district-based election system. Once fully implemented, each of the six recently created Council districts will have one Councilmember who lives in the district and who was elected by registered voters living in the district. Only
