Minor Temporary Use Permit Updated : Aug, 1, 2026 In Spring 2026, the City Council approved a policy allowing specified temporary uses that are conducted outdoors to be granted a Minor Temporary Use Permit (MTUP). Because of the nonpermanent status and unusual characteristics, minor temporary use permits require special consideration so they may be located properly with respect to their effects on surrounding properties and uses. MTUP review considers land use, parking, noise, and other factors for temporary uses and ensures potential negative impacts on surrounding properties and uses are addressed by imposing reasonable conditions of approval. These conditions of approval aim to balance the request of the applicant with the public health, safety, and welfare of the surrounding properties and uses.  Applications shall be submitted directly through the Hayward e-Permit Portal.
