Records Before Reaction
A standards note on using documents to establish chronology before reaction quotes drive the frame.
A reaction quote can show how an institution wants a story framed. A filing, order, or public record can establish what happened first.
For that reason, documents should usually anchor the first version of a report whenever they are available.
