Readers often ask for a conclusion before the record file is complete. VINI is publishing this index so the work is easier to inspect.

Program description records

The first category is public description: the City page, operator pages, application materials, eligibility language, posted rules, lot locations, service descriptions, and any public reports on program scope or funding.

Operating records

The second category is operating evidence: service schedules, restrooms and water access notices, wash-station availability, closure logs, complaint channels, staff rosters, operator contracts, city communications, and participant notices.

Case and accommodation records

The third category is sensitive and must be handled carefully: accommodation requests, grievance documents, case-management communications, exit notices, safety incidents, and records involving health, disability, family status, or identity documents. These may support reporting, but they also require privacy review.

Outcome records

The fourth category is outcome material: how many people were served, how long vehicles stayed, how many moved to other housing, how many exited, what reasons were recorded, what funds were spent, and what corrections or audits were made.

The index is not a claim that every record exists or will be public. It is a map of the file VINI will try to build before treating disputed facts as established.
